In Quebec, amendments to the current Regulation respecting certain service contracts of public bodies proposes that the Ministère des Transports, de la Mobilité durable et de l’Électrification des transports (MTMDET) and Société québécoise des infrastructures (SQI) can award engineering and architectural service contracts in favor of the lowest bidder.

CISC Quebec has been supporting the efforts of the Association of Architects in Private Practice of Quebec (AAPPQ) and the Association of Consulting Engineering Firms – Quebec (AFG), who have expressed their opposition of the proposed clause to the province’s government officials.

Earlier this month, Robert Poëti, Minister for Integrity of Public Contracts and Information Resources, announced the withdrawal of the draft regulation for the reintroduction of the lowest bidder model. He is working closely with AAPPQ and AFG, in addition to the CISC, to revise the amendment to promote fair prices and quality projects.
