As part of the CISC’s mandate to promote the use and benefits of steel in construction, we have committed our time, resources and support to ensure that the challenges that the Canadian steel construction industry faces can find a resolution.

The survival and development of our vibrant steel industry is the CISC’s main priority. Along with our Members & Associates, we will continue to ensure that we are protecting our industry while giving it the best chance to strengthen and grow.

Canadian Government Includes Federal Prompt Payment Legislation in the 2019 Federal Budget

In the federal budget announcement on March 19, 2019, Finance Minister Bill Morneau further solidified the Canadian government’s commitment to the implementation of federal prompt payment legislation and adjudicative measures. The Canadian Institute of Steel Construction (CISC) strongly supports the Canadian government’s action against the systemic issue of delayed payments in the construction industry.

With the ongoing involvement from the CISC to ensure prompt payment legislation across Canada, Premier Stephen McNeil commits to introducing prompt payment for the 2019 Spring session.

American Institute of Steel Construction (AISC) Launches Petitions to Impose Anti-Dumping and Countervailing Duties on Fabricated Structural Steel

The American Institute of Steel Construction (AISC) launches a trade action against China, Mexico and Canada on certain fabricated structural steel products. The CISC is confident that these investigations will prove that imports from Canada are fairly traded and cause no injury to U.S. producers.

Finance Minister Announces the Federal Government’s Commitment to Passing Prompt Payment Legislation

Canada’s Finance Minister, Bill Morneau presents the 2018 Financial Economic Statement in the House of Commons with a mandate to invest in middle-class jobs. The announcement included a commitment to passing federal prompt payment legislation that will help to resolve the systemic issues of delayed payments in Canada’s construction industry.

Canadian Government Releases Commissioned Report Outlining the Need for Federal Prompt Payment Legislation

With the support of the CISC and industry stakeholders, leading consultants confirm that Canada is in need for prompt payment and adjudication legislation for federal projects across Canada. Their recommended solution is structured similarly to the legislation that was introduced in Ontario in 2017.

Saskatchewan’s Government Commits to Implementing Prompt Payment Legislation

Saskatchewan will introduce amendments to the current Builders’ Lien Act to include prompt payment and adjudication provisions that ensures invoices are paid within a 30-day window. The CISC is actively working closely with government officials to ensure that the right changes will be made.

CISC Submits Recommendations for Improvements to the Proposed Canadian Tariffs on U.S. Steel

The CISC provided recommendations to the Canadian government to advocate for the needs and concerns of the steel industry, as well as the downstream industries that are also affected during this challenging time.

CISC Quebec Region Gathers at the National Assembly to Discuss Steel Industry Challenges

The CISC hosts a Day at the National Assembly to meet with caucus members to discuss issues and concerns affecting the steel industry, including the topic of U.S. and Canadian steel trade tariffs.

Manitoba’s Bill 218, the Prompt Payments in The Construction Industry Act, Passes Second Reading

The CISC’s efforts in pushing prompt payment across the country has resulted in Canada’s second province developing legislation that protects our tradespeople from the negative effects of delayed payments!

Ontario’s Bill 194, Fairness in Procurement Act, Receives Royal Assent

This act restricts procurement opportunities for companies from states in the U.S. that have or will pass the Buy American Act. The CISC’s endless advocacy efforts has taken Canada one step closer to ending unfair one-way trade practices.

CISC Counters an Appeal to FISC Trade Case

In order to uphold the Canadian International Trade Tribunal’s (CITT) original ruling, the CISC has challenged an appeal against the original offenders in the FISC trade case. We will continue to ensure that we are protecting Canadian market share in the interest of the steel construction industry.

Canadian Government Calls on the Construction Industry to Assist in the Development of Federal Prompt Payment Legislation

The Canadian government initiates a consultation process with the CISC, industry stakeholders and the lead consultants who successfully implemented Ontario’s Bill 142, Bruce Reynolds and Sharon Vogul.

Ontario’s Bill 142, the Construction Lien Amendment Act, Receives Royal Assent

With the strong efforts of the CISC, Ontario enacts the first legislation that includes prompt payment language in Canada.

CISC Disputes A Tariff Remission Request from LNG Canada (on-going)

The CISC has been actively ensuring that fabricated industrial steel component (FISC) products used in any LNG project in Canada must be purchased legally and at fair market value. We will continue to fight against anti-dumping and illegal trade in Canada.

Canadian Government Prioritizes Prompt Payment for Contractors & Sub-Contractors on Federal Projects

Prime Minister Justin Trudeau instructs the Minister of Public Services and Procurement, Carla Qualtrough to prioritize prompt payment for contractors and sub-contractors who do business with the department.

Bill S-224 Reaches the House of Commons for Consideration

Thanks to the consistent support of the CISC and the National Trade Contractors Coalition of Canada (NTCCC), Bill S-224, the Canada Prompt Payment Act is reviewed in the House of Commons.
